CalHFA’s annual report has to do two jobs at once. It is a financial accountability document for a state agency, and it is the agency’s clearest public statement of what it exists to do: finance housing so more Californians have somewhere to live. Those two purposes pull in opposite directions, one toward dense tabular reporting and the other toward a story a member of the public will actually follow.
The agency also needed the report to hold together across formats. The same annual reporting cycle produced print reports, digital versions, financial statement covers, CD labels, and companion microsites, each easy to let drift from the others.
I designed six consecutive years of CalHFA’s annual report, developing a fresh visual concept each year tied to the agency’s mission and milestones, including a full rebrand for the agency’s 40th anniversary. Concepts ranged from gears and momentum during the recovery years to portraiture of the people the agency’s programs serve.
Each year’s concept extended across every deliverable in the cycle, so the print report, the financial statements, and the microsite read as one publication rather than a set of related files. Within that, I balanced dense financial data against layouts a public audience can move through, keeping the accountability content authoritative and the narrative content approachable.
I designed these six reports as an outside consultant, after leaving CalHFA’s staff. The agency continued hiring me for its most visible annual publication for six years after I no longer worked there.
